75% of the US citizens cannot name their own Congressmen/woman. Most vote on party lines based on the current political climate. Most don't know squat about an individual congressional candidate. When Dems get cautious it makes the President less effective and less popular i.e 1994. The Dems backed away from President Clinton and got hammered in the midterms because of it. If they do nothing on healthcare, or even pass a bill with no public option, democrats will lose the majority again. If robust change are implemented by the 2010 elections, Dems can say they have done something and protect their majority.
