Agree with your point about people, along with their environment, determining culture. People determine culture, then culture propagates itself through its people. People of a certain genetic makeup will always feel kinship with the culture of their ancestors, no matter how far away from their homeland they've traveled. One only has to look at the ethnic enclaves scattered across the US to know that is true. Even second and third generation immigrants, no matter how assimilated, have a chance propagate their culture, as long as their genetic heritage remains intact.Take away the people, and the culture can no longer exist.
